I was under the impression that only the world language magazines with a red "C" on the barcode were eligible for checkout. Do we check out the WL magazines without the red "C" as well?

No, any adult magazine without a C cannot be checked out. The World Language (WL) magazines are checked out onto a library account (iwlc iwlc) and are intended to stay available for customers until the new edition comes out. Keep in mind that Kids/YA magazines are eligible for checkout regardless whether its a current edition or not.
